Planning programme

The planning programme summarises the railway and waterway planning work carried out at the Finnish Transport Infrastructure Agency and the major projects planned for the state-owned road network by the Finnish Transport Infrastructure Agency and ELY Centres.

The Finnish Transport Infrastructure Agency has developed the planning programme for the years 2025–2028 as part of the implementation of the National Transport System Plan (Transport 12 Plan), which was approved by the Finnish Government in April 2021. The preparation process has considered the new objectives defined during the ongoing update of the Transport 12 Plan. The planning programme is a compilation of railway and waterway planning carried out by the Finnish Transport Infrastructure Agency, as well as the planning of major projects on the state road network conducted by the Finnish Transport Infrastructure Agency and the Regional State Administrative Agencies (ELY Centres, Centres for Economic Development, Transport and the Environment).

The planning programme is used to prioritize and schedule nationally significant infrastructure development projects. The main goal of the programme is to promote the planning needs of the Finnish Transport Infrastructure Agency's investment programme in a timely and long-term manner, while considering changes in the operational environment and the guidelines of the government programme.

By programming the planning projects, the programme ensures sufficient and timely planning readiness for infrastructure investments before decisions are made regarding implementation funding. At the time of selection, no investment decisions have been made for the planning projects included in the programme in the state budget.

 

Selection criteria

The newly selected planning projects in the Finnish Transport Infrastructure Agency's planning programme aim primarily to advance the design of investment projects in the investment programme before decisions on implementation funding are made. The focus of the selection process is on new projects starting in 2025. In preparing the planning programme, impact and project evaluation data has been utilized, considering the characteristics of the programme’s projects and the available knowledge base. Close cooperation with the ELY Centres has been carried out in the selection of road projects.

The selected planning projects in the programme have been prioritized based on their effectiveness. The selection criteria are based on the objectives presented in the update of the Transport 12 Plan, which include functionality, safety, and sustainability. Additionally, the need for the selected planning projects has been identified in the strategic situational picture, or the project is particularly urgent or critical. This round of the planning programme preparation has placed particular emphasis on the functionality of the transport network, security of supply, and military mobility.

Other factors that may be considered in preparing the planning programme include compliance with EU requirements (TEN-T), addressing service level deficiencies in the main route regulation, traffic safety, particularly large or urgent needs of the business sector, and the deteriorating condition of transport infrastructure or bridges, which require timely advancement of planning. In line with the National Transport System Plan, the prioritization and scheduling of planning projects have also considered the opportunities for utilizing EU funding.

Projects

The planning programme includes, among other things, preliminary design of large and network-significant projects to map out planning and investment needs, general, railway, and road design for potential future investment projects, and for justified reasons, also construction planning. The planning programme does not include, for example, the design of smaller and local projects by the ELY-centres, design of basic maintenance projects for the transport network, or the construction planning of primarily investment projects. Projects that have received separate funding from the Parliament’s budget are not included in the planning programme decided by the Finnish Transport Infrastructure Agency but are presented in the planning programme due to their significance and scale.

Funding the planning programme

The projects in the Finnish Transport Infrastructure Agency planning programme are funded from two budget items of the state budget: the basic transport maintenance item for road maintenance, railway maintenance, and waterway maintenance, and the development item for project planning under other development. The Finnish Transport Infrastructure Agency is allocated appropriations annually in the state budget. Read more about the Budget.
